Paul, the engineering presenter, told the council that recent bids for the CIPP (cured-in-place pipe) collection-system work came in higher than the $950,000 budget and were "close to 1.1" million. He recommended options including trimming scope or using point repairs and noted the 4th Street construction-only estimate at roughly $1.5 million with an additional ~ $200,000 for point repairs and CIPP work.
"For general engineering, no new things have come up, so nothing on that end," Paul said as he outlined project timelines and bid schedules. He described a proposed internal reallocation (a no-cost change order) that would shift some construction budget to cover engineering hours rather than requesting additional funds.
Council discussed bidder timing, coordination with the water-tower recoating and possible cost-sharing across projects. Staff said they will finalize bid packages and return with refined numbers; council approved the proposed amendment reallocating funds to cover engineering overages by voice vote.
The engineer also reported outstanding invoices (GeoTech, engineering invoices) and noted some cross-training efficiencies that could reduce on-site staffing needs once projects are underway. Members asked staff to keep the council informed as bids are finalized and as contingency decisions are made.
