Mike Lees, Boardman’s engineer, told the council the Meyer feasibility study provided useful high‑level concepts but lacks the detailed hydraulic modeling and design needed to present a city‑ready plan. "The Meyer report is a feasibility study... it doesn't really dig into the weeds on the design part," Lees said.
Lees said the city's water system master plan and hydraulic model are necessary to verify fire flows, pressures and supply for a distribution expansion. Based on his preliminary modeling, Lees said a looped 12‑inch main would be appropriate to provide redundancy and meet residential fire‑flow minimums; he noted the Meyer concept used a 10‑inch main and that upsizing affects costs.
Engineering details — pipe sizing, looping for redundancy, elevation and pressure impacts, and updated cost estimates — will be part of the proposed IGA engineering scope so the council can review a design that meets Boardman’s standards.
