A committee member presenting the items said the LCPC agreement amendment and the BEM grant amendment were connected to covering the increased cost captured in change order 4. The mover described change order 4 as “for the additional gravel extraction hauling” and stated the board would authorize the chair or town administrator to sign the amendments and change order. Board discussion centered on why per‑cubic‑yard costs rose compared with earlier change orders; one member compared the earlier $7.50 per‑cubic‑yard hauling rate in Change Order No. 1 with the $18.30 per‑cubic‑yard figure in the new order and asked whether differing scope (extraction vs. hauling) explained the variance.
