City staff report completes paving, outlines sewage pump-station progress and DEQ permit work

City staff updated the council on multiple public‑works projects during the Aug. 5 meeting, reporting completed paving, ongoing sewer work and procurement updates.
A staff member said contractor 5 Star has finished paving and backfilling in the reported contract areas and that the city would publish chip‑seal preparation specifications and maps before September work. On the ADA project, staff reported bids closed and an intent to award to the low qualified bidder; contract documents are being finalized before signing.
Regarding sewer work, staff said most pressure mains are in place pending a welded connection at the bridge and that the new pump station and wet well are nearly complete. The plan is to transfer system flow to the new station and take older lines out of service. Staff also reported they requested a time extension from the Department of Environmental Quality (DEQ) to finalize responses because crews were occupied by event work and water line issues. Staff will run additional sampling and formula analyses to respond to DEQ concerns about discharge percentage requirements.
Councilors asked technical questions about treatment percentages, dilution effects during rain events and whether the planned Springboard improvements will affect compliance. Staff said further modeling and sampling are required to quantify potential improvements.
