Heather Morgan delivered an economic development update and clarified that the ARPA closeout notice the board had seen applied to the City of Iuka, not Pratt County, and that county closeout information has not yet been released. She offered assistance to small cities on system navigation and closeout submissions.
Morgan also reported that she had received communication from the Kansas Corporation Commission about the Sawyer project and warned the board that reimbursement grants often require payment before reimbursement, which could create cash-flow challenges for local governments and may “require complex legal involvement and negotiations with the state,” she said. The board asked staff to monitor upcoming closeout releases and to coordinate with small cities as needed.
