Polk County approves multiple traffic-calming projects; residents push for wider Avenue A review

Polk County staff presented traffic-calming recommendations and the commission approved speed-hump installations at multiple locations.
Amy Gregory, Traffic Manager for the Roads and Drainage Division, said Bay Boulevard North met criteria with an 85th-percentile speed of 28 mph and average daily traffic of 112; staff recommended one speed hump and received the required 80% homeowner approval. She reported East Side Drive South met criteria (85th percentile 35 mph; ADT 1,013) and recommended three humps; Prior Road met criteria (85th percentile 32 mph; ADT 150) with a recommendation for five humps. The board approved each resolution by voice vote.
At the 6th Street East hearing, which staff recommended for three speed humps (85th percentile 30 mph; ADT 286), four residents spoke. Rosa Cabrera, 415 Avenue A East, said she supports the 6th Street humps and asked for speed humps on Avenue A as well, noting proximity to Juanita Elementary: "I do support the speed bumps on 6th Street...we do have children in the area next to the school," she said. Other residents raised concerns that Avenue A sees higher speeds and asked the county to re-evaluate that street and coordinate enforcement with the sheriff's office. Staff and commissioners agreed to look into Avenue A after the 6th Street humps were addressed.
