"Lapsed license is still a license," Piccione said, emphasizing that doing nothing results in lapsed status rather than an automatic retired-level designation.
Members directed licensing staff to prepare a simple comparison tool outlining the distinctions — for example, how to apply for retired status versus the effects of lapse — with the intent to publish the chart when draft rules go out for exposure. The committee agreed this explanatory material should avoid outdated or misleading website content and said staff will coordinate drafting after the Dec. 1 board meeting, with a goal of having materials ready when rules are exposed for public comment.
