State law will force city to put building and permit fees into separate fund starting 2027

Finance staff told the committee that recent state legislation requires municipalities to segregate planning and building-permit revenues into a separate fund beginning in 2027.
"House enrolled act 10 o 1 puts some new requirements on planning revenue," the presenter said, explaining that permit and inspection fees "now have to be deposited in their own center fund" and that the city must create a new fund in its budget so those revenues and the corresponding expenses are reconciled in that fund only.
Staff said this change is primarily an accounting and compliance step and should not change total city revenues or expenses in the aggregate, but it will require extra reconciliation work by the planning department and the controller's office during budgeting and implementation. The committee accepted the explanation and indicated the new fund will be included in the upcoming budget proposal.
