Staff reports ODOT schedule, pump-station work and DEQ chlorine notice

City staff updated the council on several public-works items. Staff said the ODOT-associated project is expected to reach Vernonia around March 2025 and run through November; the contractor continues work to connect pressure mains and to tie sewer flows into a pump station so work in Rock Creek can be staged and removed safely.
On regulatory matters, staff reported receiving a DEQ notice assessing a $1,650 penalty for a February 2023 chlorine exceedance. "We're allowed to be 0.0 3,000,000 parts per... Liter. And we were 0.05 in February 2023," staff reported, and said they had asked the city attorney whether statutory limitations should limit how far back the agency can assess violations. Staff said they will finalize comments on an upcoming DEQ permit and bring issues back to the council for review.
