Planning staff walked the commission through the proposed housekeeping amendments, telling commissioners the changes would require developers dedicating parkland to include tree inventories and environmental assessments, restrict the size and number of temporary signs to be consistent with permanent signs, and allow some mobile vending units greater flexibility on location and duration under the revised rules.
On flag-lot and garage setbacks staff recommended revising Table 4.1 "just specifying that the front of any garage, not just facing public right of way, but any facing any property line that have to be set back 20 feet." Staff also proposed aligning Type 2 decision timelines with state timelines and reducing the number of required physical site-plan copies. The commission discussed the garage-setback language and ultimately removed that specific change from the recommendation to council.
