City staff explained the city entered a land rental agreement with Wilson Construction in July 2025 originally at $650 per month; the leased area and rate later expanded to $1,200 per month and staff asked the council to approve an extension because the arrangement now exceeds a year and is formally a lease. “The original agreement was to end on 12/25... They're now requesting an additional extension from 04/26 to 03/31/27, and the rental rate will remain the same,” staff said.
A public commenter asked whether a fair‑market appraisal, RFP process, environmental liabilities or zoning approvals were required for a lease longer than 12 months; the council discussed what is being stored at the site (poles, trucks and some gravel) and a council member moved to approve the extension. The motion passed by voice vote; the lease extension runs from 04/01/2026 to 03/31/2027 at $1,200 per month.
