As part of Items A–O approved Jan. 12, the Claymont City Board of Education authorized a set of financial and administrative powers for the treasurer and superintendent. The motion authorized the treasurer to pay bills within permanent appropriations, to sign payroll and warrant checks, to request advances from the county auditor as necessary, and to invest interim funds; the superintendent was designated as purchasing agent and authorized to employ teaching and non‑teaching personnel as needed, with names presented for board ratification at the next meeting.
The board also established a Records Commission composed of the Board President, Treasurer and Superintendent and employed the legal firm Pepple & Waggoner as legal counsel for the district. The motion that bundled these administrative authorizations passed on roll call vote as part of Items A–O.
