City manager to step down; commission and residents offer farewell

City Manager Craig Owens told the commission April 21 that he will leave his post this spring and run out accumulated leave from May 1 through early July. Owens said the commission's search is underway and that Casey Toomey has agreed to serve as acting city manager during the interim.
Owens and a recorded reflection presented to the commission reviewed several accomplishments during his tenure, including infrastructure projects, modernization of finance systems, strategic planning, accreditations for departments, and efforts on homelessness and public health. In remarks introduced during the city manager report, a recorded speaker thanked staff and the community for seven years of service in Lawrence and recounted milestones across budgeting, accreditation and operational improvements.
Commissioners and members of the public used the city-manager segment to offer thanks. Mayor Brad Fingoldine listed projects Owens helped advance — from street reconstruction to watershed and facility work — and said the city expects to select a new manager by the end of May with a start date in the summer. Several residents and elected officials praised Owens for his leadership and wished him well.
