Road staff told the board the federal-aid option likely moves the project into the pipeline faster than a competitive flex fund application and carries a high probability of placement if preliminary engineering is submitted now.
"If we go with that route, they have to know it and basically it has to be your preliminary engineering," the road department official said, urging the board to approve the contract so the county could pursue the federal-aid schedule. Commissioners discussed trade-offs between a near-certain federal pathway requiring an engineering commitment and the flex fund, which is competitive and won't be decided until November.
The board also authorized letters of support to townships that plan to apply for related projects; staff noted townships lead construction and will enter into agreements with contractors should projects be selected. A motion to apply for the federal-aid overlay for Brown Road was moved and seconded and the board approved the application.
