During the March 26 meeting, Michelle Lennon outlined a set of targeted edits to the draft animal ordinance intended to clarify enforcement lines and vaccination requirements. She proposed that Section 4A explicitly list dogs, cats and ferrets as subject to rabies vaccination requirements and recommended removing a redundant sentence from that section. Lennon also proposed replacing the terms "nurse/director" in Sections 4D and 4F with the generic term "department."
She further recommended replacing the word "such" with "unvaccinated animal" in Section 4B and removing references to the Public Health Department in Sections 6 (C1, A, C and D) to avoid conflicting jurisdictions. The proposed edits are phrased to centralize enforcement within the county department the task force assigns, rather than tying duties to a named individual or to the Public Health Department. Members agreed to prepare a red-line draft when revision work begins.
