During public comment, two residents told the joint meeting they were confused and frustrated that the proposed charter language for Resolution 3 was not included in the staff materials while ballot-argument deadlines were imminent.
"The arguments are due tomorrow," resident Matthew Millen told the boards, adding that he had reviewed the staff report and could not find the proposed text. "How is the public supposed to advise you whether they support or oppose the proposed language if the language hasn't been submitted to the public yet?"
Another commenter said he had spent a weekend preparing opposition but now did not know what he was opposing, and urged staff to provide clearer outreach and language so that members of the public and stakeholders could respond meaningfully ahead of the county deadlines.
