Ramsey County outlines countywide opioid response and how $26M+ in settlement funds will be used

Ramsey County commissioners heard an update on the countywide opioid response initiative and how settlement dollars will be used to prevent overdoses and expand treatment and harm-reduction services.
Deputy County Manager Nadir Ajit said the workshopaims to "update you on the countywide opioid response initiative, introduce the vision, governance model, GANS principle, and the 1 Ramsey County approach." He added the funds are a one-time resource that should be aligned across departments and community partners to maximize impact.
Public health staff told the board that Ramsey County has received $11,100,000 so far and projects total revenue of $15,500,000 by the end of 2027. Staff said $2,100,000 has been spent to date and that anticipated total expenditures by 2027 are $5,400,000, leaving about $9,100,000 in uncommitted funds at the end of 2027.
The presentation noted the settlement structure established by the Minnesota memorandum of agreement requires annual reporting and restricts allowable uses to opioid remediation activities such as prevention, treatment and evidence-based strategies. Public Health Director Amy Karen emphasized the importance of reducing disparities, saying opioid-involved deaths peaked in 2022 and remain a public health concern for communities of color.
County leaders discussed coordinating funds with cities that also receive direct settlement payments and creating a county governance model that includes an executive team and internal advisory committee to recommend funding priorities.
