Controller Paul Compo summarized a set of FY2026 personnel and benefits items and recommended the board approve Letters of Understanding (LOUs) from bargaining units as the county finalized health-insurance changes. The board approved LOUs from AFSCME, MAPE, COAM and POAM (Road and Corrections units) by roll-call motions.
The board agreed to an 85/15 county/employee split on premiums and discontinued the non-deductible plan; Controller Compo said HSA usage is expected to decline though the amount of the decline was not specified at the meeting. The board also adopted a resolution exempting Crawford County from the provisions of 2011 PA-152 for the plan year beginning May 1, 2026.
Commission action implemented the changes at the administrative level through signed LOUs and the recorded resolution; Compo noted the exemption from PA-152 followed the board vote and the LOUs were accepted as presented.
