District Health #10 director reports staffing cuts and rising service volume in 2025

Kevin Hughes, District Health Director, presented the District Health #10 2025 Annual Report to the Crawford County Board of Commissioners on March 26, 2026. Hughes said 2025 was "a challenging year" for the department because of funding reductions and the elimination of forty positions, even as overall services climbed to more than 11,000 encounters.
Hughes introduced Deputy Health Officer Sarah Oleniczak, who reviewed the health department’s communicable-disease investigation role and summarized the county’s Community Health Improvement Plan priorities: access to health care; mental health and substance-use disorders; chronic disease and healthy weight; and economic security. Oleniczak said, "The department wants to make sure citizens know what services are available." The presentation did not include fiscal detail on the staffing cuts or a timetable for restoring positions; no board action was taken at the meeting.
