NLCMH reports $4.7 million deficit, county hears lack of cost settlement with regional Medicaid entity

Lynda Zeller, CEO of Northern Lakes Community Mental Health, presented the agency’s annual report for fiscal year 2025 and told the Crawford County Board the agency ran a deficit: “The revenues were $87,390,375 and the expenses were $92,132,475, showing a deficit.”
Zeller said most funding comes through Medicaid administered in the region by the Northern Michigan Regional Entity and noted that NLCMH has not completed cost settlement with NMRE for 2020, 2021 or 2022. She framed the agency’s priorities as accountability and transparency while navigating financial challenges.
The board did not take a formal vote on the presentation itself; the report was received as part of department reports. No county funding commitment was requested at the meeting.
The presentation highlighted the gap between revenue and expense and raised the outstanding administrative issue of multi-year cost settlement with the regional Medicaid entity. County officials present listened but did not propose an immediate funding response.
