Polk County board approves vacation of deeded right‑of‑way to clear title for private assembly

Polk County adopted a resolution on July 21 vacating a portion of deeded right‑of‑way that had been isolated after a mid‑20th century realignment of Crystal Beach Road, staff said. Scott Lowery, Real Estate Services Support Manager, told the board the deeded portion associated with Grady Polk Road remained in county ownership and had not been utilized for roadway but had served drainage purposes. The property owner, Laurie Proctor, agreed to convey additional right‑of‑way along Crystal Beach Road and to grant a drainage easement over the vacation area.
"Vacating the subject right away and authorizing a county deed to Ms. Proctor to release any interest that may remain for title clearing purposes will allow her to assemble and utilize the area with her property," Lowery said. He added that appropriate utilities and county divisions were notified and had no objections. The board voted to adopt a resolution vacating the right‑of‑way and accept the drainage easement and quitclaim deed; the motion carried by voice vote with no public comment during the hearing.
