Juvenile probation seeks staff and wins approval to expand electronic monitoring

Emily Klein, chief juvenile probation officer, told the commission Saint Clair County handled 708 juvenile intakes in 2025 and said office capacity and detention availability are strained.
"For the year of 2025, juvenile court of Saint Clair County did 708 intakes. That was 494 for Pell City and 214 for Asheville," Klein said. She asked the commission to consider funding a full-time administrative assistant (proposed at roughly $17 an hour plus benefits) so offices in Asheville and Pell City can maintain coverage while probation officers are in the field.
Klein also described a request to contract with APOC Solutions for the Repath monitoring platform to provide GPS/check-in monitoring and one-on-one communications with juveniles on supervision. Commissioners moved to approve the Repath request subject to county attorney review and voted to carry the motion.
Commissioners and staff discussed funding sources, including the juvenile court fund (fund 106), which Klein said had a fund balance of about $250,000 and receives roughly $70,000 in annual revenue from supervision fees and related dockets. The commission agreed to review options and return the staffing question at the next work session.
