Council authorizes release of RFQ for downtown master plan

The council voted to release a Request for Qualifications (RFQ) seeking qualifications for a downtown master plan to inform decisions related to forthcoming 65% drawings from the U.S. Army Corps of Engineers and possible next steps such as a Project Partnership Agreement.
Mr. Ringgold told the council that the RFQ focuses on firms' experience with flood mitigation, outreach, and envisioning, and that the city expects to post the RFQ the following day and have responses back in roughly a month. "We have been very open with them from the beginning that this is a big impactful decision and we will not just make the decision quickly," he said. During council questions staff reiterated that no developer has been selected and that the current work is about flood mitigation, not redevelopment decisions.
A resident came forward and said staff declined to provide the balance of a particular city account and that he filed an open-records request to obtain the information; the council did not change action on the RFQ in response to the comment. The motion to approve the RFQ passed unanimously 7-0.
