The city said the contractor did not want to charge storage fees and that the arrangement will save costs.
On flotation testing and installation, staff said the city will handle tests itself and stood by the supplier’s fit‑checks for railings and bolts. “If five 200 pound men are standing on the gangplank, it’s still gonna be above water,” staff said after reviewing weight and flotation calculations. Councilors expressed relief the work can be done without further expensive contractor services.
