Vernonia council tells staff to pursue middle option in FEMA floodplain rules

A community member who has been coordinating a 30-county coalition described the federal action as an unwelcome mandate that could prompt litigation and argued the changes would be "disastrous" for some counties without state-level relief. Staff warned the new requirements will substantially increase staff time per permit — potentially to full days for new-house applications — and asked council whether to pursue updated code language and bring back fee options next year.
Councilors directed staff to move forward with option 2 and requested proposed fee schedules and staffing/monitoring plans for consideration during the next fee-setting cycle.
