Chief Madden presented police department data and said the department recorded approximately 15,274 officer "events" in 2025, which he defined as any activity that takes an officer out of service for other calls. He said an event differs from a citizen-initiated call but better captures the workload generated by multifamily developments. "When fully staffed, we're allocated up to 29 sworn staff, and that comes out to... 849 events per officer," Chief Madden said, adding that national staffing benchmarks commonly cited range from 1.2 to 2 sworn officers per 1,000 residents.
Council members pressed on how additional multifamily units might affect patrol capacity and response times; Chief Madden said existing data show varied event rates by development and emphasized the department's need to maintain competitive salaries and succession planning to avoid eroding patrol capacity. Staff agreed to continue refining per-unit impact analysis and to include more detailed metrics in upcoming memos to council.
