Banks Floodman, a principal with Sunflower Development Group, presented the Encore redevelopment concept to the Mission City Council during a public hearing on the Rock Creek Redevelopment District No. 3 C plan. Floodman described a multi-parcel redevelopment along Martway and around Mission Mart, with a five-level parking garage of roughly 241 spaces, rooftop terraces, common spaces and retail activation intended to increase foot traffic for nearby businesses. "We anticipate project cost being around $52,000,000," Floodman said, adding that material and tariff-driven cost increases influenced that estimate.
Bruce Kimmel, the city's municipal adviser with Eller's, reviewed the project's pro forma and recommended revisions to TIF sharing percentages and timing to better match the development schedule. Miss Smith and staff outlined evaluation criteria for incentives—timing, municipal-service impacts, and net public benefit—and described mitigation tools available for parks, streets and stormwater. No members of the public spoke at the hearing; staff and the developer fielded council questions about attainable housing set-asides (Floodman said 20% of units would be set at 60% of AMI for 20 years), parking design and streetscape improvements. Mayor Flora announced the council was not prepared to vote and continued the public hearing to the special city council meeting on 2026-06-03 at 6:00 p.m.
