The minutes record the vote as Yes — Commissioner McGonigle, Commissioner Finley, Commissioner Coleman and Chief Deputy Moyer (voting by proxy for Sheriff Callahan); Absent — Controller Sherman. The minutes also note the President of the Prison Board/D.A. Acker was absent.
