Deputy Warden Failey reports jail population rise, health trends and facility projects

Deputy Warden Failey delivered the facility's June update, reporting an inmate population of 1,002 as of July 13 — an increase of 85 from the prior month — and detailing operational, health and capital-project developments.
Failey said staff handled a recent crisis that required extra booking and discharge efforts; from June 24 to the prior week staff discharged 192 individuals and processed 233 new commitments during that period. She reported ongoing health-service work: methadone administration decreased from prior months and Wellpath provides health services. Failey told the board that 69 percent of the jail population are identified as severely mentally ill and that many residents require mental-health services.
On facilities, Failey said roof repairs restarted April 20, 2026 and are about 90% complete with estimated completion in August 2026; the electronic/security upgrade has four housing units online and the fifth expected by the end of August; kitchen renovation bidders completed a mandatory walkthrough and bids are due August 12, 2026; a security checkpoint building started May 1 with anticipated fall 2026 completion. Failey also noted training and graduations for correctional staff and recognized an employee of the month.
The Chair and members thanked staff for handling the recent operational stress and noted ongoing audits and reviews tied to inmate funds and services.
