Joan Skierski, who oversees education and workforce development at George W. Hill, briefed the board on academic and reentry supports. She said the Delaware County Intermediate Unit provides instruction for incarcerated students under age 21 and that for the 2024–25 year DCIU had 95 registered students; some incarcerated learners opt for GED instead of the diploma track. "Our pass rate for this year is at 62%," Skierski said, describing a multi‑year record that included 83 GEDs earned in 2023.
Skierski also described health‑related discharge supports implemented during COVID: the facility has provided over 7,000 individual naloxone doses (about 700 kits) to discharging people since 2020 as a voluntary program. She summarized other programs including an evidence‑based fatherhood program supported by the Foundation for Delaware County and prior job fairs that staff hope to reinstate when funding returns. Board members asked how GED testing and age eligibility work; Skierski explained Pearson VUE testing protocols, retake policies and the DCIU eligibility for those under 21.
