Reentry programs report high graduation rates; Inside Out shows low return‑to‑facility recidivism

Program administrator Ms. Schaud told the board that Cohort 4 of the reentry program graduated 11 of 12 participants, and graduates will begin paid internships and continued client services with New Leash on Life. “Cohort 4, the spring class, graduated 11 out of 12 participants, and that's our highest number of graduates to date,” she said.

Schaud presented usage metrics for the Edevo tablet education platform (2,074 learning resources completed, 62 courses completed, 275 users) and summarized the Inside Out Prison Exchange collaboration with Penn State Brandywine: the facility has hosted four Inside Out courses with 44 participants and 33 successful completions; when counting returns to George W. Hill only, staff calculated a 7% recidivism rate but cautioned that the metric excludes state transfers and does not capture the broader picture of reoffending or community outcomes. Board members praised the programs and requested follow‑up outcome data.
