Delco prison reform advocates present 4th annual report card to oversight board

Hill Correctional Facility and urged the board to complete long‑standing reforms. “We organized to put an end to what we considered a virtual gulag that the George W. Hill facility had become under private management,” Cicconelli said, recounting prior problems including overcrowding and reported suicides.
Cicconelli noted the group has submitted two proposals totaling 64 reforms and said some progress has been made—particularly in health care—but that overall momentum has slowed in recent years. Clifford Brock, also speaking for Delco CPR, contrasted current county oversight with past private management and thanked county leaders and the new warden for improvements. The speakers pressed the board to increase transparency and follow through on reforms the coalition has tracked. The board did not take formal action during public comment; Chair opened the regular agenda after the remarks.
