Jeannie Edwards told the commission she is the successor trustee for the David W. Thompson Revocable Living Trust and asked the commission to adjust a utility lien on 925 East Harbor Drive. Edwards said the property had not received utilities for more than a decade, that the property was sold in 2014 to Paul Leach and reverted to the trust in October 2024 after foreclosure, and that a title search did not show a city lien at the time of foreclosure.
Edwards said staff had acknowledged errors including an incorrect name on the billing and a wrong address in a staff memo to the commission. She said the outstanding balance originally appeared as $10,126.10; the city manager had earlier adjusted the figure to $6,126.10 and Edwards requested the commission further limit the charge to the last 12 months (back to Feb. 2024) to align with usual practice prior to disconnect.
The commission did not take immediate action to further reduce the lien during the meeting; commissioners heard her testimony, asked clarifying questions, and the record shows staff provided an itemized 35-page billing document to the speaker. The matter remained with staff for any follow-up or administrative adjustment.
