City commission advances Ordinance 12-83 to first reading for Columbia River flow-lane exception

The Warrenton City Commission on April 8 conducted the first step to amend its comprehensive plan and municipal code by voting to take Ordinance 12-83 up for first reading by title only. Staff interim planner Scott Fraganessi summarized the request as one from the Oregon Department of State Lands "to amend the city of Warrenton comprehensive plan and municipal code to adopt an exception to the statewide planning goal 16 and modify the standards regarding flow-lane disposal in the Columbia River." He told the commission that applicants had responded to nine questions raised at an earlier hearing and that the staff report recommended approval subject to nine conditions.
State staff joined the discussion to clarify scope. "The purpose of this condition is just related to ensure that this goal exception is only for the disposal of flow-lane material," said Meg Reid of the Department of Land Conservation and Development, adding that new dredging authorizations would still require the appropriate permitting processes. With no public testimony at the hearing, the commission voted unanimously to proceed with first reading by title only for Ordinance 12-83, subject to the recommended conditions in the staff report.
