Harbormaster Jessica McGowan presented Resolution 2700, an update to the city’s annual moorage (marina) rates, and asked the commission to conduct a first reading by title only. The motion for first reading by title was moved and seconded and carried on voice vote.
Commissioners asked about the liveaboard fee (identified in discussion as $65) and whether it, or other fees in the rate schedule, require a separate public hearing because they can be considered finance-related. McGowan said the department performs an annual overview of rates and had recently adjusted transient moorage and other fees; she reported the marina currently has about five accounts with liveaboard status and only two people who actually live on their boats, and that state tenant rules limit some adjustments. The commission instructed the city recorder to confirm whether a separate hearing is required for any components of the rate changes.
