Warrenton officials preview state-funded middle housing code updates

The Warrenton Planning Commission and City Commission held a joint work session to review a state-funded middle housing code update aimed at allowing more housing types in single-family zones.
Scott Ferganesi, interim city planner with 3 j Consulting, said the project has been underway for six months and was funded through a DLCD grant to produce adoption-ready code amendments so the city complies with state rules. "The state is paying for this," Ferganesi said. Heather Austin, planner with 3 j Consulting, told the commissioners the effort focuses on middle housing types such as accessory dwelling units (ADUs), duplexes, triplexes, quadplexes, townhouses and cottage clusters, and does not address multifamily or commercial code at this stage.
Austin summarized required and discretionary changes: the city must allow certain units (for example duplexes on single-family lots under House Bill 2001), remove obsolete parking triggers for ADUs, and update manufactured-home standards. The consultants said they will refine the draft after the joint session, bring it to a Planning Commission public hearing (tentatively June 12) and then to the City Commission for final action (tentatively June 24).
