Staff outlines marina priorities as city shifts dock work into operations budget

Presenter (Marinas) opened the marina portion of the capital improvement plan, saying the proposal “addresses some of the critical issues facing both the Warrenton and the Hammond” marinas and that limited funding means the city will focus on piles and dock replacements first. The presenter listed projects including e‑dock pile replacement, inner-basin tile work, a commercial dock replacement and a Hammond dredging/permitting push, and said staff hope to secure an Oregon State Marine Board grant to support work this budget year.

Commissioners pressed staff on a line‑item discrepancy between the CIP overview and the detailed page. Staff confirmed the interbasin item shown on the overview is pile replacement and that dock replacement funds have been transferred into the operating budget and will be tracked annually. One commissioner noted the e‑dock design is budgeted at about $450,000 for design and permitting and that total construction estimates on the detailed page can reach into the millions; staff said the design phase ($~450,000) is the planned action for the next fiscal year while construction would depend on urban renewal dollars and grant outcomes. The presenter said a feasibility study for the Hammond fishing pier is included and that dredging permitting is being prioritized so work can proceed if funds are secured.
