Committee backs reallocating landfill funds to Chanter Jail solar project to capture IRA credits

The presenter said the reallocation takes advantage of expiring IRA tax credits and would add about $645,000 to the project cost up front, expected to be offset in part by federal IRA reimbursements, construction savings and rebates.
The presenter explained permits for the landfill transfer are delayed and the safe‑harbor timeline for tax credits requires being under contract and underway by July. Commissioner Pulaski moved to recommend the change order to the full board; Commissioner Snell supported the motion and the committee voted unanimously to recommend approval.
