Council hears procurement snag as dock contractor raises bid by $10,000

City staff reported a procurement impasse for a dock installation funded in part by ODFW grants. Staff (Speaker 1) said Oregon Marine Construction added a requirement that dock components be offloaded and float-tested at their origin, adding roughly $10,000 to the price. "That wasn't freight we anticipated... It was $10,000 more dollars. So I said, yeah. We'll we're at an impasse. We cannot afford that," staff said.
Staff explained they have contacted other dock builders but, because winter is dock-building season, those companies cannot complete the work until spring. The city has already paid funds to the dock company, but ODFW is holding 10% of the grant as retainage until installation is complete, leaving the city in a temporary funding/installation bind. Staff said they are awaiting updated specifications and weight information to determine whether the city can perform installation in-house (hire an operator and a scuba diver was mentioned as one approach).
Councilors asked clarifying questions and staff said they will report back with cost estimates and potential alternate contractors. No formal action was taken at the Nov. 18 meeting.
