Chair also reported the board had received a letter from the board of ethics dismissing a separate ethics complaint from Blackburn because proper procedures were not followed during filing; the ethics board served only one member with the dismissal letter because it was being dismissed. Chair said the board had contacted legal counsel about both matters and would act on any renewed or properly filed complaints in accordance with legal advice.
No board action or vote on discipline or policy change was recorded in open session; the board limited next steps to drafting and serving a legal response and monitoring whether complaints are refiled.
