Staff presented a cost comparison for continuing postcard bills vs. switching to paper bills that would allow a monthly newsletter printed on the back. The Mayor read the staff estimate: postcards total roughly $2,110 per year; converting to paper billing would add roughly $115 in annual printing costs plus postage changes that would put the total near $2,400 per year. "Postcards per year, including the permit and the postage ... $2,110 ... paper billing would be a roughly about $115 extra a year ... we'd be looking at about $2,400 per year to do monthly newsletter on the back of a paper bill," the Mayor explained.
Council members noted that the newsletter would reach every utility-bill recipient and that paper bills would replace a quarterly newsletter mailing. After discussion, the council voted to switch to paper utility bills and directed staff to implement the change and begin printing the monthly newsletter on the back of the paper bill.
