Todd said the Elm Street project is a major transit corridor and the proposed interlocal agreement will allow Spokane Transit Authority (STA) to contract for design and construction of transit-related improvements, including a turnout. “They did put 3,000,000 in this,” Todd said, and staff explained that future projects would be scoped and authorized separately.
Council moved, seconded and approved Resolution F366 to enter the interlocal agreement. Staff said STA will pay for design and construction administration for improvements it requests and the agreement also creates a framework for future collaborations on arterial projects.
