The governance committee presented two fully rewritten policies — a duties-and-responsibilities policy and a lending policy — and the board agreed to review the drafts ahead of a planned September vote.
The chair said the policies had been "torn up" and rewritten from scratch to match how the library currently operates as part of the municipality. The lending-policy draft explicitly defines what Mount Lebanon residents receive and states that "certain services and e‑resources may be excluded for non Mount Lebanon residents," with staff empowered to limit services based on cost and demand. The director also told the board that out‑of‑state borrowers may be handled through the Allegheny County Library Association process (an out-of-state card currently costs $60 for two years and the funds support county e‑resources), which the board said should be made clear to the municipal commission so it understands the request is not a direct ask for municipal funds for out‑of‑state patrons.
Board members were asked to read drafts over the next two weeks and send suggested edits or bring concerns to the September meeting; the governance committee said the solicitor can review the drafts if members wish.
