Planning staff said the city has started the housing-capacity analysis required under recent state rule changes and that Boardman is the first community in Oregon to do so under the new guidance. "We are the 1st community in Oregon to do a housing capacity analysis under the new rules," staff (Staff member (speaker 3)) said, adding that consultants MIG (lead) and Johnson Economics (sub) are adjusting roles for the new work.
Staff reported one PAC meeting has occurred and the next PAC for the housing-capacity analysis is being targeted for June 22. The analysis will feed into the comprehensive-plan update and development-code edits; staff said they expect the housing-capacity analysis to be completed before the end of the calendar year.
