Staff: three adopted plans face appeals; city to intervene in TSP co-adoption case

Planning staff delivered a monthly update to the Boardman Planning Commission outlining several active appeals. "We've been adopting we we've adopted a new TSP. We've adopted a new parks master plan. We've adopted an economic opportunities analysis. All 3 of those have been appealed," staff (Staff member (speaker 3)) said, and added the city is creating and submitting records to the Land Use Board of Appeals (LUBA).
Staff said one of the appellants withdrew their brief on the economic-opportunities analysis, but that other appeals remain active. "We have entered paperwork to intervene in that action because the county indicated they would not defend the decision," staff said, describing the city's intent to defend its Transportation System Plan. Staff explained that the appellant must file the first brief and that the briefing schedule will follow record submission and initial filings to LUBA.
