Board approves transfer from reserves to finish covered athletic facility

Willamina SD 30J trustees voted to approve a resolution authorizing the transfer of additional district funds to complete a covered athletic facility and related site work. A staff presenter told the board the project had been value engineered and that the district had secured a contractor but still faced a funding gap.

"We did value engineer about a $250,000 down," the staff presenter said, adding the district was "operating on about a $7,000,000 budget funding ending fund balance" and that financial models for the next five to eight years would be prepared before committing further reserves. A board member moved to adopt "Resolution 24-25-02 authorizing transfer of additional funds to complete the athletic/covered complex," a second was recorded and the presiding officer called a voice vote. Multiple members signified "aye" and the resolution was announced as approved.

Staff described the structure as a steel building, enclosed on two sides, intended for practices, shelter for equipment and to provide covered space for high-jump mats and other athletic uses. Board members and staff said elements such as sprinklers and full enclosure were value-engineered out to keep costs down, with the option to add features later if funds permit.

The board directed staff to return with financial models and further budget detail in January as part of a broader facilities planning and negotiation strategy; staff also said the district would continue to coordinate design and construction timelines with anticipated state funding changes. The resolution authorizes the transfers needed to complete the described scope; the motion was adopted by voice vote and announced approved.
