Committee approves permit to finish Beach Access No. 3, requires mitigation and ongoing monitoring

The Cameron County parks committee voted to approve a beachfront construction certificate and dune-protection permit for Beach Access Number 3, allowing completion of pavilions, restrooms, parking and toll booths that began under a 2022 permit funded through a coastal management program grant.

Augusto, a county staff presenter, told the committee the permit "was issued back in 2022" and that additional funding secured later covered accessibility features and other amenities. He said the county will use a permeable grid paving system (TruGrid) for the parking area and that the project timeline targets mid‑June to early July for completion.

Committee members pressed staff on mitigation and notice to neighbors. Augusto confirmed a mitigation plan is required and said certified mail was sent to the adjacent property owner, Resaca Investment Limited, with receipt returned. He described a mitigation approach that combines contractor work for sand-moving and county staff for irrigation with plant propagation assistance from the Texas Native Plant Society.

The committee moved, seconded and approved the permit after discussion; the chair called for ayes and the motion passed. Staff said permit compliance will be confirmed by a General Land Office (GLO) letter before further actions and that updates on active permits will be maintained as a standing agenda item.

The committee did not set a separate implementation date beyond the cited completion window; staff said monitoring and mitigation details will be provided to the committee by email and at future meetings.
