Committee members identified PHMSA guidance as relevant and said they would benchmark Brookings County policy against surrounding counties' ordinances. During discussion members noted some counties set setback distances of two miles on either side for liquid pipelines and raised questions about how municipal setbacks would interact with county standards.
Robert Hill committed to collecting surrounding county ordinances regarding liquid/CO2 pipelines, compiling a chart of setbacks and related provisions, and distributing that information to committee members before the June 2, 2025 meeting. The committee also agreed to review PHMSA recommendations as part of that benchmarking exercise.
