Brookings County advisory committee begins review of CO2 pipeline regulations

Members noted existing gas pipelines and the absence of county liquid-pipeline rules.
The Brookings County CO2 Pipeline Advisory Committee opened its first meeting on April 22, 2025, and agreed to begin a structured review of federal, state and county regulations for CO2 pipelines. Robert Hill told members that this review will include evaluating whether county planning and zoning documents need changes to address liquified CO2 transport.
Hill reported that Brookings County currently has 6-inch and 10-inch pipelines for gas and fuel and that the county's consultation zone on transmission pipelines is 660 feet on each side. He also noted that CO2 is transported in liquified form, which the committee identified as a key technical factor to consider in any local regulatory response. The committee recorded that there are currently no county regulations specifically addressing liquid pipelines.
State Attorney Dan Nelson and committee member Matt Wagner joined the motion to approve the agenda at the start of the meeting. Members set a follow-up meeting and asked staff to assemble background materials, including federal and state guidance and local planning documents, before the next session. The committee's next scheduled meeting for follow-up work was set for June 2, 2025.
