Florence County Council approved multiple contract awards on Dec. 12, including a $4,072,637 contract for a 30‑inch off‑site gravity wastewater line to serve AESC and several smaller public works and grant‑funded projects.
Staff reported that two compliant bids were received for the wastewater project and recommended Complete Utilities LLC as the lowest responsible bidder. "Complete Utilities is the lowest responsible bidder," staff said as the recommendation was presented. Council approved the award; staff noted the bid recommendation letter from Alliance Consulting Engineers and the bid expiration date. Other approvals included a corrugated metal pipe supplier contract for $133,662.44, a $45,000 HMA resurfacing contract for Raider Road, a $297,541 contract for Lynch's River disc golf parking lot (grant funded), and a $629,750 award to 7 Seas Marine Construction for a seawall project to protect DeWitt's Bluff Landing on the Pee Dee River.
Council also approved ARPA‑funded contracts for asbestos abatement ($216,275) and demolition/steel removal ($475,750) for interior work on the county complex third floor. Staff reviewed procurement timelines and compliance determinations for each bid; all awards were approved by voice vote with proxies recorded as indicated.
